Penny Campbell-Loewen was born in Illinois and then moved to Texas at the age of 18 to be trained by one of Nashville most sought after manager/promoters James T “Happy” Shahan.
Penny worked at Happy's 38 square mile ranch and movie location originally built for John Wayne’s epic “The Alamo” near Brackettville TX..
Penny’s job at the set was to entertain the tourists with music, doing 5 shows a day, 7 days a week. After a couple of summers working on the movie set Happy brought Penny to Nashville where she caught the ear of RCA’s vice president Roy Dea. Although an offer was made to sign a record deal with RCA, the deal could not be finalized so Penny continued with her songwriting signing on as a staff writer with two successful publishing company’s in Nashville. One belonged to country singer Randy Travis. Randy met Penny while filming the movie, James Michener’s “Texas” where Penny was working as an assistant makeup artist. Randy was so impressed with Penny’s songwriting that he ask her to write for him as a staff writer.
