Story behind the song
he long-awaited drugs bill has been completed offering more lenient sentences for drug users and a greater focus on rehabilitation.
Under the bill, those found in possession of up to 3 grams of narcotics will be classed as users and have the option of rehabilitation instead of a sentence.
The current legislation - which stipulates anyone in possession of 1 gram or more of any drug will be sentenced to 25 years imprisonment - has been heavily criticised for its stringency and failure to discriminate between drug users and dealers.
The bill also makes a distinction between the type of drug found and will mandate the establishment of a drug court, which will favour rehabilitation except in exceptional circumstances.
If passed, the legislation will allow for the introduction of private rehabilitation facilities.
Those currently serving 25-year sentences for minor drugs offences could have their sentences commuted once the bill comes into effect.
