Story behind the song
There are two main sources for the espionage metaphors at work in the song. The first source concerns a real WWII intelligence operation which in 1955 was made into a film called a01CThe Man Who Never Wasa01D. In 1943 British Intelligence acquired a recently deceased male body, preserved it, kitted it out as a naval officer with false identity papers, and furnished it with false letters relating to the forthcoming allied invasion in the Mediterranean, intended to make it seem the main attack would be through Greece rather than Italy. The idea was that this a01Cofficera01D had lost his life at sea while on duty. The body was then released from a submarine off the coast of Spain, into currents which had been calculated to take it into the shore. The Spanish authorities found the body and, being sympathetic to the Nazis, handed the paperwork it was carrying over to the Germans. The Germans swallowed the bait and were duly misled as to the location of the invasion which in fact commenced in Sicily, saving many allied lives. The second source is the fictional spy books of John Le Carre, many of which are set in the cold war period. Le Carre made his name with his novel a01CThe Spy Who Came In From The Colda01D. a01CTinker, Tailor, Soldier, Spya01D was adapted for TV with Alec Guinness in the lead role, and included the notion of a01CMoscow Rulesa01D a013 an elaborate protocol of measures intended to ensure that western agents working deep within enemy territories could meet with the minimum risk of detection or capture.
