This song is like the 1/2 sister of Override's "Blackeyed Susan". Sometimes lyrical ideas aren't relegated to one project.
Musically, VERY influenced by the Legendary Pink Dots. Perhaps that's the deal with the accent. Or the booze. One of the two.
