Dicta License was formed towards the end of the year 1999. The original line-up that was brought together was basically a merge of two bands that were starting out during that time. Shirley Beans and Reaction 105 were bands that were already making a push to prove themselves in the music scene. However, certain things didnt work out and the bands were broken up. From the remains of these two groups immerged Dicta License. The first common influence that the band members had was that it liked the music of Rage Against the Machine. Coming from different backgrounds, it was really hard to put together an influence that all the members liked. Ratm was the obvious choice. As the band grew, so did their taste in music and their skills in songwriting. More and more influences and ideas came out, thus resulting in their present sound -- a mix of east coast lyrical hip-hop, grunge and rock & roll. The first big break that the band got was its inclusion in the first No Seat Affair compilation album. The album which was distributed by Warner Records Philippines included 12 songs by six of the newest bands to come out of the scene. Out of all the songs in the album, the song Duct Tape by Dicta License was chosen to be its carrier single. The single got mixed reviews in the music scene but was the song that put Dicta License on the map. It was also during this time that Dicta License was invited to the Busan International Rock Festival in Korea. Over 40 bands from Asia, Europe and America were flown to Korea to perform at this three day music festival. The event was a success for the band because it was able to cross language barriers and at the same time, was able to give a good show for the 25,000 people who watched the event. Until now, this has to be the bands most memorable gig. The band released its first 5 song EP during the start of 2003. The album, which was produced independently and was only sold during their gigs, got good reviews from different websites and magazines. From it spawned the 2 singles that got real good airplay in DWNU 107.5, Smoke Under the Table and Undiscarded. Dicta License is also a part of a very successful production called ADMIT ONE. Along with bands like Twisted Halo, Fatal Posporos and Sugar Free, the production has grown leaps and bounds from its humble beginnings. Now held in freedom bar every first Saturday of the month, ADMIT ONE has been a venue for fans to check out different types of music. Every month, the production comes up with various themes and ideas, which all the bands and help and prepare for. Usually the group, invites 3 guest bands to play along side the 4 permanent members of the production. The next goal for the band is to successfully record and produce their 1st full length album. If everything works out, fans can expect it to be finished by June this year.
