Normal-looking 9mm bullets which, rather than shoot a projectile, explode sideways when fired, detonating all the other bullets in the magazine in a chain-reaction and mangling the hands of the guy holding the gun. Leave pistols loaded with these rounds on city sidewalks at 4am and then watch the newspapars to see who was stupid enough to fire them.
